Volodymyr Lytvyn: Talks about the Administrative-Territorial Reform should be stopped, as Ukraine needs Unitary Decentralization in the Principles of Government

 

Volodymyr Lytvyn, Chairman of the Verkhovna Rada of Ukraine, calls for suspending the talks about the administrative reform in Ukraine and adopting the resolution on delegation of authorities and responsibilities to the local power. He made the foregoing statement at the press conference in Switzerland on Wednesday.   

 

"I suppose that we should stop any talks about the administrative reforms, and delegate the authorities and responsibilities to the local power," he stated. "Then the responsible power will be formed, and people would understand that it is those who work and live near them that form the authorities." 

 

The Head of the Ukrainian Parliament disapproves of the practice, when all taxes and duties are accumulated in the central budget and are later transferred to the local budgets. "We have to adopt a clear-cut resolution concerning realization of the state security goals, foreign policy and defense policy," V.Lytvyn stated. "The funds for these purposes should be accumulated in the state budget, while the rest should remain in the local budgets."   

 

Then the Chairman of the Verkhovna Rada of Ukraine suggests ‘reloading´ the authorities for the specific powers and responsibility during the local elections. "Talks about the administrative-territorial reform should be stopped, as Ukraine needs unitary decentralization in the principles of government," he stated.
